According to paragraph 305 of the Hungarian Criminal Code: 1. any public official who, 2. with the aim of causing unlawful disadvantage or obtaining unlawful advantage, 3. breaches his official duties; exceeds his official authority; or otherwise abuses his position of authority, 4. is guilty of the felony of maladministration.
