Definitions of lower house
the part of a parliament in a bicameral system (=a country that has two legislative chambers) that often has more representatives and which is sometimes considered lower or less important than the other. Examples include the House of Commons (UK) and the House of Representatives (US).
In the House of Representatives (the lower house), representatives are allocated to each state according to the size of the population.
