(CONTRACT LAW) the legal principle that even if a person completes most of what they are bound to do under a contract, they can still be sued for that part of the contract that has not been completed
When a government contractor fails to perform completely as required by the contract, in many cases the government is still required to pay for work that was performed under the substantial performance rules.
