This phrase is a reasonable neologism. Frequently the term "child allowance" is used as a translation of this German term. We would urge translators not to use that phrase only because In the US, that term is commonly used to denote the small amount of money that parents give their children often as compensation for household chores. It is NOT a benefit paid by the state.
