If a certified translation is required by German administrative or judicial authorities, then the certification must be generally done by a sworn translator (a translator who has been formally authorized by the local judicial authorities to do). Otherwise in other jurisdictions, the nature of the certification is determined by the authorities in the jurisdiction where the translation is required.
