In the Anglo-American world, this phrase refers to the process by which individuals and groups form contracts without any government restrictions. The underlying principle is that individuals should possess a general freedom to choose with whom to contract, whether or not to contract, and on which terms to contract. This principle, in turn, is the cornerstone of laissez-faire capitalism.
