Comparative law notes

China

In China, incapacity benefit can be referred to as 残疾补贴 or 丧劳补助 depending on the context. 残疾补贴covers physical, mental and linguistic disability, but not incapacity due to illness. 丧劳特困医疗补助 (or 丧劳补助 in short) is a subsidy to assist people with "incapacity to work" (丧劳), which includes incapacity due to illness. In Hong Kong there are different "disability allowances" (傷殘津貼) depending on the severity of disability, but these are not related to inability to work. On the other hand, those unable to support themselves financially can apply under the Comprehensive Social Security Assistance scheme (綜合社會保障援助計劃) which is not dependent on physical disability.
