Besides the definition here, "police authority" also refers to the police bureau as an organization of police force instead of the committee overseeing the police force. And it can also mean the authority of the police, namely the power granted to the police by the State. In China, police departments are referred to as "public security bureaux" (公安局) , overseen by the Ministry of Public Security (公安部).
