Comparative law notes
In China, usually the losing party pays the court fees. If each party wins partially, the court must allocate the court fees between them. In terms of lawyers' fees, usually each party pays their own, plus other third party fees such as expert fees. There are cases where the losing party may also be ordered to pay the winning party's reasonable lawyers' fees, but this usually follows the recommended fee scale issued by the government, and not through an "assessment" by the court for the amount, as in some other jurisdictions.
