This seemingly simple translation harbors a lot of potential confusion; it is the literal and most readily used translation of this abstract German public law concept and therefore has little or no descriptive value as a neologism. Moreover, it will seem rather odd to Anglo-American lawyers who know that legally enforceable contracts are a form of exchange in consideration (mutuality). Thus, this term will almost certainly warrant a footnote with a brief explanation.
