In many corporate law contexts (specifically when it is clear that the "body" in question does not involve company shareholders), an alternative to translating Organ as "governing body" would be to use the widely recognized US-English phrase "officers and directors". Since those persons traditionally work together as a collective "body" - e.g. board of directors or executive committee - and are granted representative authority to engage with outside third-parties, it is not a stretch to use this phrase to translate "Organ". In Germany, the word "Organ" is also used even when the company is small and there is only one executive.
