The expression "juiz singular" means, literally, "single judge". The reason why this expression can be translated as "trial court" is because in Brazil, decisions issued by a trial court are usually issued by a single judge rather than by a panel of judges. This single judge is called "juiz singular" or "juiz monocrático".
