This translation is more appropriate if the context relates solely to the Austrian Controlled Substances Act (Suchtmittelgesetz), as the definition of "Suchtgift" in Section 2 of this act does not just include narcotics within the meaning of the Single Convention on Narcotic Drugs 1961, but also psychotropic substances and other substances/preparations which [are/have been deemed] equivalent to narcotics due to their respective risk potential (based on their effect and how widely circulated they are).
